JPI Oceans


The Joint Programming Initiative Healthy and Productive Seas and Oceans (JPI Oceans) is a pan-European intergovernmental platform that aims to increase the efficiency and impact of research and innovation for sustainably healthy and productive seas and oceans. It was established in 2011 and has grown to comprise 42 organisations from a total of 19 member countries and one associated member country.

The Strategy Framework 2021-2025 of JPI Oceans was developed by Member states of JPI Oceans and co-created with stakeholders to address marine and maritime issues. It is based on the member states’ national strategies and priorities.

Joint Actions

The central implementation mechanism of JPI Oceans is that of Joint Actions. They are formed around topics that fall under JPI Oceans’ thematic scope and contribute to its goals. They are supported by the interest and commitment of several member or associated countries under the leadership of one or co-leadership of several member countries and have developed a concept for implementation, including plans for resourcing, outcomes, and impact.

Strategic Engagements

UN Ocean Decade

The United Nations proclaimed the Decade of Ocean Science for Sustainable Development (2021-2030) to support efforts to reverse the cycle of decline in ocean health and gather ocean stakeholders worldwide behind a common framework that will ensure ocean science can fully support countries in creating improved conditions for sustainable development of the Ocean.  

The Decade facilitates the effort of the global ocean community in responding to the pressing need for adaptation strategies and science-informed policy responses to global change.

To do so, the UN Ocean Decade endorses so called Implementing Partners, which are selected stakeholder institutions, networks or groups that are committed to the vision and mission of the Decade, and that are making significant and sustained efforts to support the Decade through the implementation of specific tasks.

Since 2021, JPI Oceans is a UN Ocean Decade Implementing Partner for Europe. 

In its role as UN Ocean Decade Implementing Partner, JPI Oceans will provide targeted support to the UN Ocean Decade Coordination Unit, based within UNESCO’s Intergovernmental Oceanographic Commission.

Sustainable Blue Economy Partnership

The partnership ‘A climate-neutral, sustainable and productive Blue Economy’ can be described as Horizon Europe’s blue arm of the Green Deal, uniting research and innovation efforts to aid the transition to a sustainable blue economy.

 The Partnership’s aim is to combine and align pan-European, regional and national investments and the identified socio-political priorities for marine and maritime research and innovation. This will offer a value proposition that signifies high return on public investments through collaboration and prospect for sustainable maritime economic development.

PREP4BLUE – CSA in support of the Mission Restore our Ocean and Waters

The three-year project PREP4BLUE will prepare the EU Mission - Restore our Ocean and Waters for a successful start. The Mission seeks to protect and restore marine and freshwater ecosystems and biodiversity, prevent and eliminate pollution of our ocean, seas, and waters, and make the Blue Economy sustainable, carbon neutral, and circular.

PREP4BLUE aims to inspire, engage, and involve citizens and stakeholders to interlink, leverage, and optimise activities among the Mission’s projects.
